Guiding Principles
This plan identifies an initial set of guiding principles to
address the strategic issues
and the action plan to achieve these goals during the 2008-2011
timeframe. While the tasks may be
near term
(next 18-24 months), they
may be overcome by events and will be reviewed annually. We expect that the
strategies themselves will maintain reasonable stability over the 5-year
period of this plan.
